In the first phase, concerned stakeholders and initiatives have been identified at the national level, establishment of committees to review policies and curriculum/textbooks, organizing workshops for teachers and the concerned people, and the development of general frameworks and procedural plans for the introduction of entrepreneurship education within the educational systems. Besides that, teacher guides on EPE were developed, introductory workshops and training for teachers were organized, networking with related sectors was established including the private sector, service and industrial institutions, international and regional organizations, experts and educators, and institutions of local community.
