This research was carried out in an attempt to investigate the reasons for students' lack of participation in speaking activities. The relevant data were collected from the teacher's diary and interviews with another teacher and students. The students’ speaking skill was investigated through an analysis of the syllabus, the course book, and the class including the teacher's lesson plan and the assessment method. The collected evidence showed that the students had problems with participation, behavior, and speaking skill. A change plan which consisted of new speaking objectives, a new assessment method, and a new discipline rule was implemented. After the implementation of the change, data was collected through diaries, students' questionnaires and one student interview. The results showed an improvement in the participation in speaking activities, success in speaking assessment, and resolution of the discipline problem.
