The NSDS is also based on the Social Pact, facilitated by the Ministry of Social Affairs in 2010.It calls for a common vision, which aims to establish a citizenship-based Civil State. As stated in the Pact, Lebanon commits to the principles of equality in rights and obligations and to the improvement of the socio-economic situation, which ensures the rights of its citizens through a comprehensive social approach, endorsed by all the Lebanese, to confirm social security on the basis of justice and equal opportunities. This strategy represents the first attempt by the Lebanese Government to develop a comprehensive National Social Development Strategy, which views social issues not as a secondary parameter, but as a comprehensive national issue affecting the Lebanese population at large.
