The National Action Plan (NAP) is a plan elaborated in collaboration between the National Steering Committee Against Child Labour, the Central Administration of Statistics, the Ministry of Labour and the ILO in order to eliminate the worst forms of child labour by 2016. The NAP adopts the rights-based approach which means the general principles of children rights, and the results-based approach, of which all objectives are specific, measureable, achievable, realistic and time-bound. It uses interviews, extensive consultations for information, opinions and validation with a wide variety of stakeholders who are crucial to the process of drafting the NAP as well as for success in its implementation. The NAP revolves around eleven strategic areas, which together, when implemented fully, can lead to the elimination of the worst forms of child labour in Lebanon by 2016. The strategic areas are: 1) Legislation and law enforcement. 2) Free and compulsory education. 3) Integration in the educational system. 4) Economic opportunities for parents and youth of working age. 5) Capacity building and development. 6) Development services centres. 7) Local authorities. 8) Local community and community leaders. 9) Prevention. 10) Withdrawal. 11) Rehabilitation.
