L'ouvrage tente de construire une méthodologie d'évaluation qui s'adapte à cette diversité des situations et des enjeux.Ainsi, il est postulé que toute évaluation fonctionne par rapport à un ou des référents implicites ou explicites, locaux ou généraux qui permettent de donner un sens à l'information traitée, ce qui implique de comprendre la notion de " référent " (1ère partie), d'élucider le référentiel d'une situation donnée (2ème partie) ; d'interroger les approches du diagnostic et de l'audit (3ème partie) ; de disposer d'une méthode de construction d'un référentiel d'évaluation (4ème partie).
