Summary, etc. تعد المناهج التعلمية الجديدة، في مجموع موادها ووثائقها، قاصرة عن تلبية متطلبات التنشئة على المواطنة في لبنان. كما يعد منهج مادة التربية الوطنية والتنشئة المدنية (وكتبها) قاصراً بدوره عن تزويد المتعلمين الثقافة والكفايات اللزمة لممارسة المواطنة بأبعادها وعناصرها المختلفة. ويعزى ذلك إلى التسرع في بناء الصرح التعليمي، الأمر الذي أفقده الأسس النظرية والبيداغوجية المتناسبة مع ضخامة الجهد المطلوب لفترة ما بعد الحرب في لبنان.
